RC Helicopter does not come off the ground?

I have a Syma S009 RC Helicopter Apache and there is a balance between the bar top. I drive around and cut my apron and chipped part of the weight of the bar of the balance. I loaded the helicopter for 5 hours and try to steal, it runs in full swing, but can only come about 1 cm of soil. Is it because of the balance bar? Or is there something more wrong with that.
