I Hate to sink your boat but you will not find someone to do everything you want and be under 200usd. Almost all the kits do not include batteries and charger, parts and tools. You may be able to find a truck under 200 but you'll still have things to buy once you have it. The Ruster traxxas truck is very good for 2 wheel drive A, and later when you have money you can upgrade the engine brushed a mammoth 12 lap or 10 laps epic for more speed.
